NEW LAW: Wyoming Expands CDL English Proficiency Checks
Governor Mark Gordon has officially signed House Bill 32 into law, significantly ramping up CDL enforcement across the state.
Previously, only the Wyoming Highway Patrol could enforce federal English proficiency standards. Now, all local police and sheriff’s deputies have the authority to pull over drivers and issue citations if they cannot demonstrate basic English skills.
New DOT Mandates: The Department of Transportation is officially mandating that all CDL tests must be administered and passed in English.
Funding Threats: The federal government is taking an aggressive stance on compliance. States that push back or attempt to bypass these language requirements—with California being explicitly mentioned as a target—face the threat of having their federal highway funding revoked.
Federal Investigations: The oversight extends beyond new applicants. The federal government is actively investigating states, such as Minnesota, for historically issuing what are now being categorized as “illegal” or non-compliant CDLs.
